Position: Bail Program Manager

Location: Remotely out of Snohomish, King, or Pierce Counties

Position Overview: NCBF seeks a Bail Program Manager who is reliable, detail-oriented, and flexible to manage our bail posting operations. Posting bail is one of our primary functions, reducing the immediate harms of pre-trial detention, as we work to end cash bail in Washington state. We are looking for someone who is values-aligned to maintain an accountable, communicative, and responsive bail program. 

Our bail posting operations include responding to new requests for bail assistance, communicating – via email and phone – with those who have requested bail, overseeing bail posting, and coordinating with the volunteers who support the previously mentioned tasks. The ideal candidate has the skills to effectively time-manage their responsibilities, while demonstrating the ability to self-regulate and make values-aligned decisions as time-sensitive issues arise. They must be empathetic, while maintaining organizational priorities and values. They are also someone who is interested in working on a small, collaborative team. 

The Bail Program Manager will be expected to uphold and model the Northwest Community Bail Fund’s commitment to anti-racism, community accountability, abolition, equity, integrity, collaboration, stewardship of community-entrusted resources, and the belief that directly impacted leadership should guide organizational decision-making.

Responsibilities: 

Bail Posting Operations:

  • Oversee and adapt, as needed, the day-to-day administration of all NCBF bail program operations

  • Review and manage requests for bail assistance 

  • Coordinate bail payers across all counties served by NCBF

  • Post bail in Snohomish, King, and Pierce Counties, as needed 

  • Train, manage and coordinate team who help process new bail requests

  • Train and coordinate bail payers throughout all counties served by NCBF

  • Promptly answer phones and respond to NCBF voicemails

  • Coordinate bail posting with attorneys, family members, social workers etc., as needed 

  • Maintain and regularly update bail posting procedures and manual to improve bail posting operations

  • Identify opportunities to improve efficiency,

  • Manage NCBF’s bail waitlist and prioritization process

  • Facilitate weekly bail reviews in accordance with NCBF values

  • Manage volunteer Intake Team

Data Management: 

  • Oversee proper data entry in our database 

  • Work with our Director of Funds Recovery to track bail outcomes and general program reports 

  • Maintain accurate program data and documentation

  • Support the development of monthly and quarterly programmatic reports

  • Monitor trends in bail request, posting practices, and client outcomes

  • Identify opportunities to improve data collection, reporting systems, and program impact

  • Use program data to inform strategic planning and continuous program improvement

Client Outreach:

  • Strengthen and expand relationships and support with community members post-bail release, including resource connection

  • Train and manage the Client Outreach Team volunteers

  • Oversee the maintenance and continuous updating of NCBF resource guide list

Community Outreach: 

  • Expand community awareness of NCBF’s work and strengthen community partnerships

  • Build and maintain relationships with service providers and values-aligned community organizers and organizations

  • Conduct NCBF presentations and outreach

  • Represent NCBF at community events 

  • Identify opportunities to strengthen community connection

  • Build systems and relationships  that improve long-term support for individuals following release from detention

Desired Qualifications: 

  • Commitment to mission, vision and values of Northwest Community Bail Fund

  • Must be located in Snohomish, King or Pierce County with the ability to work primarily remotely

  • Experience in direct service, case management, criminal punishment system navigation, community organizing, or nonprofit program management

  • Experience coordinating volunteers or community-based programs

  • Lived experience and/or knowledge of the Washington State criminal punishment system, pretrial detention, and bail practices

  • Experience centering the voices and lived experience of directly impacted community members

  • Strong trauma-informed crisis communication, problem-solving, and relationship building skils

  • English fluency, second language a plus

  • Reliable access to a vehicle in order to pay bail in Snohomish, King and Pierce County, as needed

  • Ability to occasionally work in the evenings and weekends for volunteer meetings and events 

  • Familiarity with computers and ability to use or quickly learn Google Accounts, Dropbox, and Zoom

  • Previous program and/or operations management experience 

  • Previous direct service experience

  • Understanding of the pretrial detention system and bail, preferred 

  • Ability to work collaboratively and respectfully with staff, board and volunteers as a team member

  • Ability to manage multiple priorities while maintaining compassion, accountability, attention to detail, and values-alignment

  • Demonstrates commitment to racial equity, abolitionist values, cultural humility, directly impacted leadership, and community-centered approaches to justice

Compensation and Benefits: 

  • $70-80,000 a year, salaried

  • Full-time staff work a 32-hour work week, Monday through Thursday

  • 128 hours annually of combined paid time off and sick time

  • 11 paid holidays throughout the year 

  • Health and dental insurance 

  • SIMPLE IRA retirement plan with a 1-3% employer contribution

  • $750 a year to use towards professional development 

  • $75 Monthly Remote Stipend
